1． For the 2021 Provincial Natural Science Fund funding system and the application conditions for each project category, please refer to Parts 6 and 7 of the "2021 Hunan Natural Science Foundation Project Application seabet club" (hereinafter referred to as the "Application seabet club")。

2． The person in charge of the provincial natural seabet club foundation project，You must complete the final questions before applying for the 2021 Provincial Self-seabet club Fund Project (there are special regulations for scientific and technological personnel applying for the Provincial Outstanding Youth Fund Project and the Outstanding Youth Fund Project，Please pay attention to Article 3 of Part 7 "Applicant Conditions")。For those supporting units whose provincial self-scientific fund projects have expired but have not completed project completion or related procedures as required，In principle, applications for provincial self-study fund projects for the new year will not be accepted。

3． According to the requirements of the provincial self-study fund management reform plan，Any legal entity (including enterprises) capable of undertaking provincial natural science fund projects，Anyone can apply to register as a provincial fund-supporting unit，Just fill in the registration application information of the supporting unit in the system。The registration period for supporting units in 2021 is from the date of release of the 2021 declaration notice to the deadline for acceptance。For relevant responsibilities of the supporting unit, please refer to Part 5 of the "Declaration seabet club"。

4． The 2021 Provincial Self-Science Fund Project will include scientific research integrity in the application form，Applicants and participants must sign an impartiality commitment letter and upload it online before submitting。Research Integrity Requirements、For relevant provisions on budget preparation instructions, please see Parts 8 and 9 of the "Declaration seabet club"。

5． The 2021 Provincial Self-Science Fund Project will be subject to online application and review，No need to submit paper application form。Project applicants and supporting units please log in to the portal website of the Hunan Provincial seabet club of Science and Technology (http://kjt.seabet clubgov.cn），Click to enter the "Hunan Provincial Science and seabet club Management Information System Public Service Platform" (hereinafter referred to as the "Information System") to apply after July 31, 2020。（Online registration、For details on the application and recommendation operation procedures, please refer to the "System Instructions" on the homepage of the information system)。

6． For the relevant requirements for filling out the Provincial Self-Science Fund Project Application Form, please refer to Part 4 and Part 10 of the "Application seabet club"。Each applicant please follow the requirements of each application form，Provide attachments that prove your ability and research level and upload the electronic version in the application system。

7． When applying for a project，Each supporting unit must submit a copy of the "Summary Form for Hunan Provincial Natural Science Fund Projects in 2021" (can be automatically generated in the application system)，With the official seal of the supporting unit (can be mailed by express mail to the Consulting and Evaluation seabet club of Hunan Provincial Science and Technology Affairs Center)。

8． The application and acceptance of the Provincial Self-Science Fund Project in 2021 will be undertaken by the Consulting and Evaluation seabet club of the Hunan Provincial Science and Technology Affairs Center。

9． The 2021 Provincial Self-seabet club Fund will implement centralized acceptance review and project approval。The deadline for project application online is 16:00 on September 16, 2020，The centralized acceptance time for the project summary table of each supporting unit is from September 17 to September 25, 2020 (including: the recommendation materials of each institution of higher learning will be accepted from the 17th to the 21st，Accepting all scientific research institutes from the 22nd to the 23rd、Recommended materials for various hospitals and companies，Recommended materials for each joint fund will be accepted from the 24th to the 25th)。When the supporting unit submits a project summary sheet，A letter of commitment to the scientific research integrity and impartiality of the supporting unit signed (or sealed) by the legal representative and stamped with the official seal should also be provided。
